Not to open a store — but you may need to register based on where customers are, where goods are stored, and local thresholds. Sellers shipping from or into the EU (including many mainland China merchants using EU fulfilment) often trigger registration earlier than they expect.
In Settings → Taxes, add your VAT numbers and let Shopify apply location-based rates at checkout. You still need correct registrations and filings in each country where you are obligated — we help with that part.
Shopify may charge VAT on fees in some countries (e.g. Ireland, Switzerland). In the UK/EU, fees are often handled via reverse charge on your VAT return where applicable.
