Poland's 2026 VAT Simplification Package: What's Changing From October

Poland's Ministry of Finance has approved a package of VAT simplifications and enforcement changes — including a new VAT warehouse regime and wider buyer liability — mostly effective 1 October 2026.

What Has Changed?

Poland's Ministry of Finance (Ministerstwo Finansów) has approved a VAT simplification package aimed at reducing administrative burden for compliant businesses while tightening rules around trading with high-risk suppliers. Most measures take effect 1 October 2026.

1. New "VAT Warehouse" (Skład VAT) Regime

A new VAT warehouse mechanism allows certain goods to be held and moved under VAT-suspended conditions, simplifying the VAT treatment of storage and onward movement within Poland for businesses that qualify. This is aimed at reducing cash-flow VAT costs for goods that sit in Polish warehouses before final sale or further movement.

2. Expanded Joint-and-Several Buyer Liability

The package expands joint-and-several liability so that a buyer can, in certain circumstances, be held liable for VAT that an "unreliable" seller failed to pay. This raises the stakes on supplier due diligence for any business sourcing goods from Polish suppliers — you can't assume a clean invoice means a clean VAT position on the other side of the transaction.

3. Other Notable Changes

  • The 14-day accelerated VAT payment requirement on intra-EU vehicle imports has been removed, aligning the timeline more closely with ordinary VAT payment deadlines
  • Businesses can now check a counterparty's VAT registration status up to 5 years back — a materially longer lookback window than previously available, useful for retrospective due diligence

Quick facts

  • Effective date: mostly 1 October 2026
  • New: VAT warehouse (skład VAT) regime for suspended-VAT storage/movement
  • Expanded: joint-and-several buyer liability for unreliable sellers
  • Removed: 14-day accelerated VAT payment on intra-EU vehicle imports
  • New tool: counterparty VAT status lookback extended to 5 years

What Should You Do Now?

  1. Extend your supplier due diligence. Use the new 5-year lookback window to check the VAT history of Polish suppliers you rely on.
  2. Review supplier contracts. Consider adding VAT-status warranties given the wider buyer liability exposure.
  3. If you import vehicles intra-EU via Poland, confirm your payment timeline under the revised rules with your accountant.
  4. Ask about the VAT warehouse regime if you hold significant stock in Poland — it may simplify your VAT cash-flow position.
