Stripe Tax vs. Full Statutory Compliance: The Critical Distinction

A common misconception among SaaS founders is assuming Stripe Tax submits your tax returns. Stripe Tax is strictly a calculation and invoicing feature. You remain legally responsible for statutory declarations, EC Sales lists, and tax remittal.

Compliance Responsibility Stripe Tax VAT Support Full Service
Checkout Tax Calculation ✓ Yes (Calculates destination rate) ✓ Yes (Pre-configured rules & audit)
VIES VAT ID Real-Time Validation ✓ Yes (Applies 0% Reverse Charge) ✓ Yes (Historical proof & audit logging)
One Stop Shop (OSS) Registration ✗ No (You must obtain your own OSS ID) ✓ Yes (We obtain OSS number in 5–10 days)
Quarterly OSS Tax Return Filings ✗ No (Only CSV liability downloads) ✓ Yes (Direct submission to EU tax authorities)
EC Sales Lists & Recapitulative Statements ✗ No ✓ Yes (Mandatory for intra-EU B2B transactions)
Fiscal Representation for Non-EU Companies ✗ No ✓ Yes (Official representation across EU & UK)

The 3 Ways European VAT Applies to Your Stripe Sales

European VAT treatment on Stripe depends on two factors: whether your buyer is a business (B2B) or consumer (B2C), and whether you supply digital services or physical goods.

1. Cross-Border B2B (Reverse Charge)

When selling software or digital services to another VAT-registered business in another EU country, do not charge VAT. If the buyer inputs a valid VAT number verified via the VIES database, Stripe zeroes the tax rate. You must issue an invoice stating: “Reverse charge: Article 196 of Council Directive 2006/112/EC”.

2. Cross-Border B2C (Union OSS)

When selling digital subscriptions or goods to private EU consumers, you must charge the VAT rate of the customer’s country once your total cross-border EU sales exceed €10,000 per calendar year. Rather than registering in 27 countries, you register for the One Stop Shop (Union OSS) in one member state and submit a single quarterly return.

3. Non-EU Sellers (Non-Union OSS)

If your business is established outside the EU (such as in the US, UK, Canada, or Singapore) and sells digital services to EU consumers via Stripe, the €10,000 threshold does not apply. You must collect destination VAT from the very first euro and file quarterly via the Non-Union OSS scheme.

Step-by-Step: How to Configure Stripe Tax for Full Compliance

1

Set Your Primary Head Office / Tax Registration Origin

In your Stripe Dashboard, go to Settings > Tax. Enter your primary business address and your home country VAT/Tax ID. This tells Stripe which sales are domestic vs. cross-border.

2

Enable “Collect Customer Tax IDs” on Checkout & Invoices

Enable Tax ID collection on Stripe Checkout, Payment Links, and Customer Portal. Stripe will present a field requesting the buyer’s VAT ID, validate it live with the European Commission’s VIES system, and automatically apply the 0% reverse charge for verified EU businesses.

3

Register for OSS Before Crossing the €10,000 Threshold

Do not wait until after you cross €10,000 in EU B2C sales. Once registered for OSS with your fiscal representative or local tax authority, add your OSS registration into Stripe Tax to activate destination-based tax collection across all 27 EU member states.

4

Bridge Stripe Tax Data to Your Statutory Quarterly Returns

At the end of each calendar quarter, export your Stripe Tax liability summary. VAT Support reconciles your Stripe gross sales, refunds, B2B exempt transactions, and destination VAT collected, generates your statutory OSS filings, and submits them directly to tax authorities.

Frequently Asked Questions About Stripe EU VAT

Does Stripe Tax automatically file my EU VAT return?
No. Stripe Tax is strictly a calculation and reporting tool. It calculates the correct tax at checkout and provides downloadable reports, but it does not submit declarations or transfer funds to European revenue services. You must file quarterly OSS returns through a certified fiscal compliance partner like VAT Support.
What is the European Commission VIES system and how does Stripe use it?
VIES (VAT Information Exchange System) is the official electronic database that validates whether an EU business’s VAT registration number is active. Stripe connects directly to VIES at checkout: if the customer’s VAT ID is valid, Stripe applies the 0% reverse charge mechanism. If invalid or expired, standard consumer VAT is charged.
Can a US or non-EU SaaS company sell via Stripe without an EU VAT number?
If selling exclusively B2B to verified European companies, non-EU businesses can leverage the reverse charge mechanism. However, as soon as you make a single B2C sale to an EU resident, European law requires you to collect VAT and register under the Non-Union OSS scheme. VAT Support registers and manages Non-Union OSS for global companies.
What invoice wording is required for Stripe B2B reverse charge transactions?
Under Council Directive 2006/112/EC Art. 226(11a), your invoice must clearly state: “Reverse charge: Article 196 of Council Directive 2006/112/EC” and display both your business details and the customer’s verified VAT number. Stripe Invoicing automatically includes this when configured with Stripe Tax.
